Imam Baqir (peace be upon him)was responsible to imamate to the Shias after Imam Sajjad (peace be upon him) between (114-95 AH) .the political condition was such that Imam adopted dissimulation policy and prefered cultural and scientific struggle rather than political activities. Culturally Imam engaged with the community that involve conflicting thoughts and different sects, Such as Khavareje, Mouje, Mu'tazilite and in the other hand penetration and development of Israelites. These factors cause imam to adopt true and prudent attitudes against these thought currents and respond to questions and ambiguities of people. After brief introduction of Imam Baqir (peace be upon him), this article tries to answer the following question :how was the condition of community in those days culturally? And presented some guidelines of Imam Baqir(peace be upon him) to promote community culturally.

The uprising which occurred among the Shia’s of Persian Gulf was a protest against the deprivations which have been imposed on them historically. Political opinion among the Shia community in Kuwait constitutes a range of attitudes including the Leftists, Liberals, Seculars, and Conservative Islamists. Despite this diversity, Kuwaiti Shiites have gathered together and have made groups and organizations in search of their lost rights. Despite the fact that Shias constitutes more than 30 percent of Kuwait's population, they did not have the right to interfere in political and social affairs of the country until a few years ago. But eventually, with persistence and having regular structures following their demands, they succeeded in having a role in social and political issues of Kuwait, although this role was a weak one, but it was promising. It should be noted that the religious ideology of Kuwait's Shias has been affected by Islamic Republic of Iran. Accordingly, the main objective of this study is to investigate the role of Shias in political changes in kuwait. The method of the study is analytical and it is based on library recourses.
