Determining the political policy of the Parthians, both inside and outside the country, is always difficult and sometimes impossible due to the lack of available documents. Nevertheless sometimes, by putting together the available evidence, a definite conclusion can be reached. During the reign of Artabanus II of Parthia, the Parthian Empire faced many political problems, such as Roman Empire’s attempt to conquer Armenia as well as the tendency of the puppet governments for decentralization, therefore the Arsacid government needed a new approach in the field of domestic and foreign policy to get out of the crisis. Therefore, the main question of the current research is, what was the political approach and executive mechanism of Artabanus II in the western borders of his territory against hostile clans and governments? The findings of this article will show that in order to deal with the mentioned problems, Artabanus II on the one hand, reduced the authority of local dynasties such as Elymais, Azarbaijan, and Characene and replaced some of them with members of the Parthian family, and on the other hand, lessened the influence of local aristocracy and diminished the authority of local rulers of city-states in his territory. Along with internal proceedings, the policy of confronting Roman influence in Armenia was also included in Artabanus ‘s agenda, which was temporarily resulted with the failure of the Parthians. Although all his actions did not have immediate results, they became a model for his successors in the following decades.
